The five-day course is designed to give field responders hands on experience with the tools and techniques used to mitigate oil spills. This includes the deployment of shoreline protection and oil recovery equipment in both rivers and open water environments.

Each year the training brings together federal, state, and industry leaders in oil spill response to impart their knowledge on a new group of field responders. The students and instructors consisted of government and industry responders from the NOAA, the U.S. Coast Guard, U.S. Navy, Washington Department of Ecology, Norwegian Coastal Administration, Burlington Northern Santa Fe Railroad, Marine Spill Response Corporation, National Response Corporation, International Bird Rescue, Global Diving and Salvage, America Petroleum Institute, Exxon-Mobil, the Whitewater Rescue Institute and others.

The course has been offered annually since the mid-1990s. Over the past two decades it has prepared numerous responders for the important work of responding to oil spills.
