In November 1999, during heavy weather associated with Hurricane Lenny, the Russian freighter M/V Zakariadze (shown below) ran aground in shallow coastal waters near San Juan, Puerto Rico. While fuel oil was offloaded from the freighter's damaged tanks, response crews stood by, prepared to apply dispersants if necessary.
